CAIRNGORMS LOCAL OUTDOOR ACCESS FORUM Title: Operating Procedures Prepared by: Adam Streeter-Smith, Outdoor Access Officer Purpose: To present the revised forum Operating Procedures for further comment and approval. Advice Sought The Forum is invited to; • Make further comments on the revised Operating Procedures; and Approve, subject to any further changes, said Operating Procedures. Background 1. At the Forum meeting on the 11 May 2010 the Cairngorms National Park Authority presented a paper seeking advice from the Forum on proposed changes to the Operating Principles. This was in response to changes in Forum membership and concerns expressed by members on the operation of the Forum. This process of reviewing and updating the Operating Principles was instigated by the Convener in March 2010. 2. The following changes to the Operating Principles were agreed by the Forum and have been made to the Operating Procedures (see annex1): a. Consideration should be given to reviewing the Forum every 2 years. The review will take the form of an agenda item and discussion; b. The Operating Principles will be renamed Operating Procedures (OP); c. The Communication Plan would be combined with the OP; d. All press communication will be approved by the Convener; e. Members are required to declare an interest in an item at the point at which the item is raised; f. Section 2b – the Forum will have a remit to review the Core Paths Plan; g. Section 2c – the Forum will have a remit to review the Outdoor Access Strategy; h. Section 3b – Members can stand for up to, but not exceeding, 6 years; i. Section 3c – Members are appointed for a three year term initially which can be extended for up to 6 years; j. Section 3d - Members who have held posts for 6 years can re-apply after a gap of one year; k. Section 4a - Meetings will be held no less than 4 times a year and any cancelled meeting will be re-scheduled; and l. Section 4d – remove. Forum members are invited to make further comments on the revised Operating Procedures. Forum members are invited to approve, subject to any further changes, said Operating Procedures Next Steps 3.
